Acting as quasi-internal legal advisors for a UK regulator in successfully defending a multimillion pound procurement challenge where, on the basis of novel arguments made on behalf of our client, the High Court confirmed that sub-contractors are not “economic operators” and lack standing to bring claims under the Concession Contract Regulations 2016.
